22-OCFS-ADM-15 - Cost-of-Living Adjustment (COLA) Applicable to Maximum State Aid Rates (MSARs) Effective April 1, 2022, Through June 30, 2022
The purpose of this Administrative Directive (ADM) is to implement the legislative cost-of-living adjustment (COLA) authorized by Part C of Chapter 57 of the Laws of 2006 as amended by Chapter 57 of the Laws of 2022 applicable to all programs for which the New York State Office of Children and Family Services (OCFS) establishes Maximum State Aid Rates (MSARs) and Committee on Special Education (CSE) Maintenance Rates, including rates for foster parents, the Kinship Guardianship Assistance Program (KinGAP) and adoption subsidies.

The purpose of this Administrative Directive (ADM) is to extend the Maximum State Aid Rates (MSARs) for Foster Care Programs and In-State Committee on Special Education (CSE) Maintenance Rates for State Education Department (SED)-Approved Residential Schools, for rate year 2021-22. The MSARs effective April 1, 2022 through June 30, 2022, issued in 22-OCFS-ADM-15, dated July 14, 2022, will continue to be in effect for the period of July 1, 2022, through March 31, 2023.

The purpose of this Local Commissioners Memorandum (LCM) is to notify local departments of social services (LDSSs) of their allocations for non-residential domestic violence (DV) services administered through the New York State Office of Children and Family Services (OCFS). The enacted budget for State Fiscal Year (SFY) 2022-23 includes a Temporary Assistance for Needy Families (TANF) appropriation of $3,200,000 for the provision of non-residential DV services. There are no notable changes from last year’s issuance of this LCM. The allocation for each LDSS is listed in Attachment A of this document. This LCM includes the Attachment for U.S. Department of Health and Human Services Grants, which must be provided to all subrecipients per Title 45 U.S. Code of Federal Regulations Part 75 (45 CFR 75), Uniform Administrative Requirements, Cost Principles, and Audit Requirements for HHS Awards, Section 352.
